Strategy Detailed Case Study
In
1998, Carroll Thatcher Planning Group was named an Expert Advisor
to Public Works and Government Services Canada (PWGSC)
for Real Property Services to provide long-term accommodation
strategies, management consulting, user forecast analysis profile
and strategic portfolio planning and rationalization. We developed
the Strategic Options Analysis model that includes processes and
tools to document functional performance of physical assets.
Specific
projects for PWGSC include:

Developing the FM Integration Services Strategy.
- Prepared
the presentation on FM opportunities in PWGSC.
- Responsible
for the Training Needs Analysis for Facility Management positions.

Developed the Strategic Options Analysis model that includes
processes and tools to document functional performance of physical
assets, then tested the concepts on actual buildings. This work
became a chapter in the Asset Management Plan document.

Partnering with an architecture firm, rewrote the terms of reference
to integrate Building Condition Report (BCR) into the Asset
Management Plan (AMP).
- Provided
training on functional performance to the winning bidder of
the AMP request for proposal.

Wrote and edited the Facility Management Toolkit, to provide
PWGSC facility managers with a complete "how-to" guide.
The Toolkit documents policies, procedures, strategies, process,
approach and necessary quality of services.
- Developed
the occupant requirement questionnaires as one of the tools
in the FM Toolkit.
- Developed
the Area Measure and Space Management training materials

Developed an integrated CAD & CAFM database for over 600,000
sq.ft. of space in two buildings and tested the PWGSC space
measurement standard for ease-of-use.
